The average American needs to have a chance to start a business without putting up their first born child. My suggestion is give people a chance let people apply for start up Grants that have a business outline approved through professionals. Not only will it build trust again but pick up the economy with jobs and tax revenue. Invest in hard working Americans with a select amount of Grants with a cap of no more than 275,000 lets face it banks are way to difficult after the economy plummited.
