Direct every Federal agency to reduce the number of words in their regulations by 20% per year. They can start by eliminating all of the provisions that were superseded by subsequent ones. Then they can rewrite the regs in "English", not "Legalish". In a few years it will be possible to actually review the content of what's left and figure out what doesn't make sense, and eliminate that.
