An alternative strategy is to allow early stage start up companies to complete the patent process without paying any fees or attorney cost until after they return market revenues from the sales of products or services based on the patent. Currently we have the cart before the horse. The entrepreneur must pay the cost even before s/he knows whether or not there is a market. Let's award the patent, raise the revenues from sales and then pay the government and the attorneys for the fees that were necessary to obtain the patent. If that is not agreeable then let's not allow the patentability rights of a entrepreneur/inventor to lapse after the grace period expires. Let the grace period be indefinite so that the entrepeneur can publish and enter into license arrangements to raise the funds needed to complete the patent process.

I totally agree, Gerard. One of the biggest obstacles is start-up financing, especially to newbies. The death of a start-up before it has even been realized is a true tragedy.
