Professional services consulting support for start ups

I have a thought: there is a certain set of things that every small business owner has to (or ought to) address in the very first stages of business development, such as registering the business, consulting with an accountant and an attorney about everything from liability to employee status and business structure, and some other often pricey professional services. And very frequently, the costs are too high and new business owners skip this critical step only to have it come up later and potentially shut down their businesses. So what if the aspiring business owner had the homework assignment to put together the full business plan including 3-5 year pro forma, etc. and if they could articulate a compelling and complete business model and plan, the SBA would underwrite those professional services up to a certain amount?
