I suggest you create a National RPS of at least 30% by 2030. Recent studies show that renewable energy is the fastest growing sector in the economy, and is creating the most jobs, and generating power that is less expensive than than new conventional energy (even if it does cost more than conventional energy from old fully depreciated power plants that are due for replacement).
But, the United States is one of only two countries in the OECD doesn't have an RPS, and the wide variation in state standards is limiting the benefits and distributing them unevenly across the country.
