Unfortunately, they cannot because he/she is, with 50% probability, a foreginer, and start ups have a hard time giving a visa.

Please consider a method to remove Felony convictions for non-violent offenders who have a proven track record of responsible behavior. I was arrested for "Intoxication" at the age of 23 and this was an ordinance violation but I have had to list it on almost all applications for employment since then; 38 years ago.
