Although I totally appreciate the need to be concerned about lead and appreciate the CPSIA regulations, I believe that these regs came about because of off-shore products. Recognize low priced imports are undermining the manufacturing opportunities in the US. Unemployment will continue as today's consumers choose to buy off-shore low priced products. This has not only effected the manufacturing segment of business but the service segment as well. Outsourcing and warehousing has become the norm for the US.
Promote entrepreneurial America: Announce that the SBA, at the President's directive, will help States & local schools, colleges, and universities create Entrepreneur Competitions each year to present business proposals. Local business people, venture capitalists, and investors will be the judges. Winners will be announced in different categories, will also compete at the State and National level.
Work with NYC and Mayor Bloomberg to help other cities, states, and the federal government replicate the NYC Business Express http://www.nyc.gov/portal/site/businessexpress to make it easier and faster for people to start businesses by helping them cut through red tape.

Suggest USCIS and government jointly create a new category or a change in law that will enable approvals for permanent residence and end the long wait with hope to bring ideas into reality.This will remove restrictions and favor progress in such business entities that will benefit national economy.

Support U.S. small business growth overseas. Virtually all foreign countries support their own small businesses when operating overseas. Direct every Federal agency to reduce the number of words in their regulations by 20% per year. They can start by eliminating all of the provisions that were superseded by subsequent ones. Then they can rewrite the regs in "English", not "Legalish". I was considering starting up a low cost cng conversion business to convert gas guzzling vehicles to cleaner burning cng but the EPA says they must be certified by them which then doubles the price of converting these vehicles and makes it impractical and too expensive for the average person. I suggest that The President and Congress start a Buy American campaign. It will create jobs and have a positive patriotic impact. Companies that manufacture, sell and buy American Made products should be given financial incentive to do so. The resulting increase in employment will more than offset any cost. Create minority specific entrepreneurship financing, mentoring and FREE continuing education opportunities (via business and law schools around the country) especially since minority entrepreneurs are more likely to invest in lower income communities hard hit by the recession.
The only reason I do not have a small business right now is because I pay a 50% income tax on my profits. If I work for someone else my tax is one third of my income. You need to change the tax portion for small business owners.
I suggest you give corporations and companies for small businesses and enterpenaurs tax incentives to "pay it foward " by assisting average people to open a business and or encourage enterpenaur ventures. I heard about this really cool idea that was invented in Italy hundreds of years ago that might do some good here. People get together and pool their excess cash, which is then loaned out in the local community to help businesses with their capital needs. They call it a Bank.
