Have the SBA pay for small business legal cost to defend a size protest. This will encourage the agency to improve it's rules and understanding of how small and large businesses work together to be both profitable and productive suppliers to the government.
Your agency’s Office of Hearings and Appeals will not review an appeal where the contract has been awarded [13 C.F.R 121.1101(b)]. To correct the errors an SBA size determination in such a case the small business must proceed to Federal District Court (and incur additional legal expenses). Consider distributing early stage startup grant funds directly to qualified entrepreneurs and encourage them to purchase the support support services that they may need from business and technical professionals. Get the incubators out of the training business and encourage them to provide hands on work in support of the entrepreneurs who are attempting to create business and jobs. Consider re-organizing all federal and public assets dedicated to new business development and job creation into a single agency. Avoid redundancy between EDA and SBA. The SBA should ReHire recently retired and laid off business professionals to work with the SBA's SCORE Program which provides direct business counseling services to new Entrepreneurs. This would serve to remove large numbers of skilled and talented workers from the unemployment roles and at the same time give Entrepreneurs the guidance they require to become successful! Most SBA loans are difficult to obtain and take forever, and VC capital typically ins’t interested in funding anything for under than $5M USD; Angel investors have picked up some of the slack, but if the SBA started a micro-lending program, it could accelerate the growth rate of innovation.
