Direct every Federal agency to reduce the number of words in their regulations by 20% per year. They can start by eliminating all of the provisions that were superseded by subsequent ones. Then they can rewrite the regs in "English", not "Legalish". In a few years it will be possible to actually review the content of what's left and figure out what doesn't make sense, and eliminate that. The SBA can go first to show how its done.
